Sarva Shiksha Abhiyan (SSA) has been implemented for universalizing elementary education which mainly includes universal access and retention, bridging of gender and social category gaps in education and enhancing learning levels of children. The RTE Act, 2009 provides for the right of children to free and compulsory education till completion of elementary education in a neighborhood school.

Most States/UTs have included a variety of interventions for quality improvement as envisaged in RTE Act. Quality Monitoring Tools (QMTs) have been implemented to institutionalize quality monitoring system in elementary education in the States and UTs. QMTs are used to collect information on various quality parameters related to school and classroom process and provide appropriate feedback for improvement.
